December 5, 2007
Two special presentations and the regularly monthly business meeting of the Lockport Town Board were conducted at 7:30 p.m. on Wednesday, December 5, 2007, at the Town Hall, 6560 Dysinger Road, Lockport, New York.

Cheryl McLaughlin, Deputy Town Clerk, Robert Lipp, Town Budget Officer, Kate Carter, Paul Siejak, Councilman elect, several members of the Town of Lockport Zoning & Planning Boards, as well as the Robotics Team from Emmet Belknap School.
Following the Pledge of Allegiance, Supervisor Smith opened the meeting for the two presentations as below:
Presentation Honoring David H. Knight
Supervisor Smith read a proclamation and presented Councilman Knight a plaque in honor of his years of dedicated service to the Town of Lockport which was served
in a variety of capacities including: representative to the NYS Canal Task Force, representative to the Greater Buffalo/Niagara Regional Traffic Council, representative to the Bikeways and Pathways Committee, member of the Town of Lockport Planning Board(1997-1999), Zoning Review Committee, and Town Council (2000-2007.
Presentation by the Emmet Belknap Robotics Team
The school’s robotics team gave a brief demonstration of the machines they have created for competition with other schools, as well as performed a brief skit to raise awareness of environmental issues such as the need for developing alternative energy sources. It was an interesting demonstration and was enjoyed by
all.

The regular business meeting followed as listed below:
1. Approval of Minutes
MOTION: to approve the minutes of the Town Board meetings conducted on 11/05/2007, 11/07/2007, and 11/21/2007 was made by Council member Pettit, seconded by Council member Knight. The motion was CARRIED: AYES - 5, NAYS-0. Voting AYE: Antkowiak, Knight, Pettit, Crocker and Smith.
2. Approval of Payment of the Bills
MOTION: to approve the payment of the bills for December was made by Council member Pettit, seconded by Council member Crocker. The motion was CARRIED: AYES - 5, NAYS-0. Voting AYE: Antkowiak, Knight, Pettit, Crocker and Smith.
The bills for December include Vouchers #15260 – 15479 in the amount of $526,733.52.

3. Communications
The Town Clerk read the names of candidates for volunteer fire service in the Tonw of Lockport.
MOTION: to approve the list of candidates for volunteer fire service in the Town of Lockport was made by Council member Pettit, seconded by Council member Antkowiak. The motion was CARRIED: AYES - 5, NAYS-0. Voting AYE: Antkowiak, Knight, Pettit, Crocker and Smith.

4. Building Inspector’s Report
The Supervisor read the Building Inspector’s Report for the month of November which states that 39 building permits were issued; $7,364.10 was collected in fees;
and the total estimated cost of construction is listed as $1,777,233.00.
5. Supervisor’s Monthly Financial Report Approved
MOTION: to approve the Supervisor’s Monthly Financial Report as submitted was made by Council member Knight, seconded by Council member Antkowiak. The motion was CARRIED: AYES - 5, NAYS-0. Voting AYE: Antkowiak, Knight,
Pettit, Crocker and Smith.
6. Resolution to Adopt 2008 Town Fee Schedule – (Sponsor: C. Antkowiak)
On a motion by Council member Antkowiak, seconded by Council member Pettit, the following resolution was duly ADOPTED: AYES-5, NAYS-0. Voting AYE: Antkowiak, Knight, Pettit, Crocker and Smith.

WHEREAS pursuant to Town Code Section 90 5 the Town Board may establish and change fees by Resolution,
NOW THEREFORE BE IT RESOLVED
The Fee Schedule established by Town Code Section 90.3 be and hereby is replaced in its entirety by the following Fee Schedule which shall take effect January 1, 2008.

7. Town Board Comments
Mark Crocker – Thanked David Knight for his many years of dedicated service and stated it was a pleasure and honor to have worked with him.
Paul Pettit – Congratulated Mr. Knight on his retirement. Stating that he and David had known each other for quite a long time and had worked together in many capacities, he commended Mr. Knight on his long years of service and wished him well.
Cheryl Antkowiak – Reminded residents that the Town’s Recreation Committee would be hosting the Christmas Movie, “polar Express” at the Historic Palace Theatre at
11:00 a.m. on Saturday, December 8, 2007.
She also read a prepared letter which chronicled the years of service given by Mr. Knight and thanked him and wished him a healthy and happy retirement.
David Knight read a prepared letter to the Town Board and to Town residents thanking them for the opportunity to serve and also commended those persons he had worked with throughout the eight years he had served the Town. He offered some words of wisdom and some advice for the future and stated he will miss everyone but will stay on as a committee person for the Transit North Focus Group and will remain active is other areas if and when needed.
8. Adjournment
There being nothing further, Councilman Knight motioned to adjourn. Councilman Pettit seconded. The meeting ended at 7:59 p.m. Supervisor Smith welcomed all those in attendance to stay for refreshments in honor of Mr. Knight’s last official business meeting as a Town Councilman. Many people stayed and enjoyed the reception following.
The Lockport Town Board will next meet at 1:00 p.m. on December 27, 2007.
