A regularly scheduled work session of the Lockport Town Board was conducted at 1:00 p.m. on Wednesday, April 23, 2008, at the Town Hall, 6560 Dysinger Road, Lockport, New York.
Present were: Supervisor: Marc R. Smith
Town Council members: Cheryl A. Antkowiak
Paul H. Pettit
Mark C. Crocker
Paul Siejak
Also present: Nancy A. Brooks, Town Clerk, and Robert Cebulski of Wendel-Duchscherer.
Supervisor Smith opened the meeting for the following discussion and/or action:
!. Town Priorities
Transit Road Focus Group – Supervisor Smith stated that the marketing materials are in production and that the web site is currently being developed and is expected to be up and running by mid May.
Town Drainage – Nothing new to report. Councilman Crocker stated that the Highway Dept. is currently working on the town-wide brush pickup and has completed the preliminary work on the soccer fields at the Day Road Park.
Drainage work will commence once this work has been completed.
Infiltration and Inflow – Councilman Pettit reported that ten manhole dishes have been purchased and will be utilized in problem drainage areas around Town.
He will continue to work with the Town engineer to develop changes to the Town Code with regards to sewer vent specification and installation.
Merger of Sewer and Water Districts – Nothing to report at this time.
Day Road Park Improvements – Councilwoman Antkowiak reported that the Town had obtained quotes for a non-freezing drinking fountain for the park. The lowest quoted figure was approx. $2500.00. The quotes will be reviewed for possible approval at a later date.
Additionally, she reported that the doggy bags and two new portable toilets have been placed on site.
Supervisor Smith added that the Town’s next step will be to determine what type of water irrigation system should be installed at the park for the soccer fields.
2. Town Clerk
The Town Clerk reported that a correspondence had been received from the NYS Division of Alcoholic Beverage Control regarding the new system for renewing liquor licenses for various types of operation (i.e. restaurants, night clubs, taverns etc.). She also reported that she had received the license renewal notification for Belliveaue’s Restaurant at 5091 Day Road.
Additionally, an invitation to the Town Board was received from the Niagara County Bicentennial Committee for a public reception to be held at the Niagara County Court House at 6:00 p.m. on Tuesday, May 20, 2008.

3. Town Attorney - No report. Mr. Seaman is on vacation.
4. Engineer
Mr. Rob Cebulski of Wendel-Duchscherer reported on the following:
Robinson Road Pump Station – The proposed project package has been forwarded to the Niagara County Health Dept. for review and comment.
Additionally, the proposed plans for video inspection of the major lines leading to the Robinson Road Station have been sent to Ken Banker of the Town Sewer Dept. for review and comment.
Donner Creek – The report is currently under preparation for presentation at a future Town Board meeting.
5. Town Board Comments
Councilwoman Antkowiak – Plans are underway to dedicate the Slayton Settlement Nature Park as the “John B. Austin Nature Trail Park”. Possible dates of June 13th or 20th are being considered – depending on John Austin’s schedule. She has contacted Teresa Hagen about having an official sign made for the park. She would like this to be a formal celebration with refreshments, possibly to be held at the Spring Lake Winery. She will keep the Town Board informed of the event schedule as plans progress.
Town of Lockport Community Days – The date is Sunday, July 20, 2008 from 2:00 - 5:00 p.m. The event calls for presentations by the Niagara County Sheriff’s Department, all of the Town’s volunteer fire companies, and a concert by the Lockport Community Band. There will be several items for children and adults, as well as refreshments for everyone in attendance. LCTV and the Union Sun & Journal are both expected to cover the event.
Councilman Crocker – He has a complete table of attendees planned for the upcoming Armed Forces Week celebration.
Councilman Siejak – He plans to attend the next scheduled meeting of the Niagara County Comprehensive Planning Committee and will report on the meeting at a future work session.
6. Town Supervisor Comments
Town Newsletter – the deadline for the next newsletter is May 9th and the Town Council has discussed having a “Letter from the Town Council “section. He urged Council members to keep this in mind.
Town Assessor Retirement – He announced that Town Assessor, Kevin Van Dusen will officially retire on May 15, 2008. He commended Kevin on the fine job he has done over the many years of his employment. He mentioned that
John Shoemaker, Deputy Assessor, has expressed his interest in the appointment to the position and is fully qualified according to the NYS Real Property Office as well as the NYS Civil Service Office. The Town Board
will address this matter at a later date. Kevin Van Dusen will be honored at the June 2008 Town Board meeting, as he is presently traveling to visit family.
GBNRTC – Supervisor Smith stated he has asked Lewis Stahley, Exec. Director of the Town of Lockport I.D.A., to be the Town’s representative on the
Greater Buffalo Niagara Regional Traffic Council.

Recycling Bins – Supervisor Smith announced that new recycling bins have been purchased. They will be bright blue in color, same size as the current gray bins,
are made in the USA, and they should arrive sometime in May. He requested a resolution to authorize the purchase of 1000 new bins.
MOTION: to approve the purchase of 1000, 10-gal. recycling bins at the cost of $6,975.00 was made by Council member Pettit, seconded by Council member Crocker. The motion was CARRIED: AYES-5, NAYS-0. Voting AYE: Antkowiak, Pettit, Crocker, Siejak and Smith.
7. Executive Session Entered
MOTION: to enter Executive Session for the purpose of discussing personnel matters was made by Council member Pettit, seconded by Council member Siejak. The motion was CARRIED: AYES-5, NAYS-0. Voting AYE: Antkowiak, Pettit, Crocker, Siejak and Smith.
The Town Board entered Executive Session at 1:35 p.m.
Executive Session Exited and Work Session Reconvened
MOTION: to exit Executive Session and to reconvene the work session was made by Council member Pettit, seconded by Council member Antkowiak. The motion was CARRIED: AYES-5, NAYS-0. Voting AYE: Antkowiak, Pettit, Crocker, Siejak and Smith.
The Executive Session ended and the work session was reconvened at 2:40 p.m. with no Town Board action taken during Executive Session.
8. Adjournment
A motion to adjourn was made by Councilman Pettit, seconded by Councilman Crocker. The motion was CARRIED: AYES-5, NAYS-0.
The work session ended at 2:40 p.m. The Lockport Town Board will next meet at 1:00 p.m. on Monday, May 5, 2008.
