Mayor Michael W. Tucker called the meeting to order.

The following Common Council members answered the roll call:

Aldermen Kibler, Pasceri, McKenzie, Schrader, and Lombardi.

061808.1 APPROVAL OF MINUTES

On motion of Alderman Lombardi, seconded by Alderman McKenzie, the minutes of the Regular Meeting of June 4, 2008 are hereby approved as printed in the Journal of Proceedings. Ayes 5. Carried.

FROM THE MAYOR

Appointments:

6/12/08 Mary Ann Schaffert, 7157 Lincoln Avenue Extension, Lockport, NY – appointed as Police Department Records Data Coordinator retroactive to December 17, 2007. Said appointment is provisional and subject to the City of Lockport Municipal Civil Service Rules and Regulations. Received and filed.

6/18/08 The following persons have been appointed as Commissioner of Deeds with terms to expire on December 31, 2009:

James Minner, 362 East Avenue, Lockport, NY
Matthew MacNeil, 1468 Cambridge Avenue, North Tonawanda, NY

Resolved, that the Mayor and City Clerk be authorized to issue orders in favor of the claimants for payrolls, bills, and services to be paid on June 20, 2008.
Seconded by Alderman Pasceri and adopted. Ayes 5.

Resolved, that claims authorized for payment by the Director of Community Development, and subsequently paid from the Community Development Escrow Account, be and the same are hereby approved.
Seconded by Alderman Lombardi and adopted. Ayes 5.

By Alderman Schrader:
Resolved, that the Director of Utilities be and the same is hereby authorized and directed to purchase, via NYS State Bid, a Volvo Loader. Cost of same to be charged to account #004 0520 0066, and be it further
Resolved, that the City Treasurer be and the same is hereby authorized and directed to make intra fund sewer fund transfers to the aforementioned account to facilitate the purchase of the loader.
Seconded by Alderman Kibler and adopted. Ayes 5.

Resolved, that the Department of Youth and Recreation is hereby granted permission to conduct an Independence Day Parade on Thursday, July 3, 2008, commencing at 6:30 p.m. at Lockport High School, north on Locust Street to Walnut Street, subject to approval of the parade route by the Police Chief and issuance of a parade permit by the City Clerk.
Seconded by Alderman Schrader and adopted. Ayes 5.

Whereas, the Common Council awarded by resolution #04160812B, a bid to R.B. Mac Construction Co., Inc., for Outwater Park renovations, and
Whereas, it has been determined that the following additional work items are required:

Repair vandalized glass block $2,416.08
Replace two round sinks $8,456.69
Paint inside of door frames $ 449.25
Revise football field gate to 16’ $ 828.85

for a total cost of $12,150.87 which falls within the previously authorized contingency amount, now, therefore, be it
Resolved, that the Mayor be and the same is hereby authorized to execute an amendment to the original contract with R.B. Mac Construction Co., Inc. to complete the additional work items.
Seconded by Alderman McKenzie and adopted. Ayes 5.

By Alderman Pasceri:
Resolved, that pursuant to their request, the Lockport Amateur Radio Association be and the same is hereby granted permission to use Outwater Park overnight for their annual Field Day event on June 28th and 29th, 2008 which allows them to test their equipment and competence during a simulated emergency situation. Said permission is subject to the Lockport Amateur Radio Association filing a certificate of insurance with the City Clerk naming the City of Lockport as additional insured and to coordination with the Highways and Parks Department and Department of Youth & Recreation.
Seconded by Alderman Schrader and adopted. Ayes 5.

By Alderman Schrader:
Resolved, that pursuant to their request, the Lockport Family YMCA is hereby granted permission to use Altro Park on Tuesdays from July 8th until August 19th subject to approval of the schedule by the Highways and Parks Department and the Department of Youth and Recreation for their Start Smart Golf program for first time golfers. Said permission is subject to filing a certificate of insurance with the City Clerk naming the City of Lockport as additional insured.
Seconded by Alderman Kibler and adopted. Ayes 5.

Resolved, that pursuant to the recommendation of the Civil Service Commission, the table of organization in the 2008 General Fund Budget be amended as follows:

01 31200 Police

"delete" the title of Senior Account Clerk
"insert" the title of Records Data Coordinator.

Seconded by Alderman McKenzie and adopted. Ayes 5.

By Alderman Lombardi:
Resolved, that pursuant to the recommendation of the Civil Service Commission, Dennis Stalcup’s title of Building Municipal Worker be reclassified to Compost Worker, and be it further
Resolved, that Deputy Corporation Counsel, David Blackley is hereby directed to meet with AFSCME Local 855 to determine the correct placement of said title in the Collective Bargaining Agreement.
Seconded by Alderman Schrader and adopted. Ayes 5.

By Alderman Lombardi:

WHEREAS, the Common Council passed Resolution #060408.9D placing a moratorium on new signs in the City of Lockport, and

WHEREAS, the Canal Concert Series is set to commence next Friday and the Canal Concert Series, Inc. and Ulrich City Centre, Inc. have requested permission to hang temporary banners within the City Centre complex listing the sponsors of the event and set up a portable message center inside the parking lot listing sponsors, and

WHEREAS, the Canal Concert Series, Inc. and City Centre, Inc. have agreed to display on said portable message center a message welcoming guests to the historic City of Lockport,

NOW, THEREFORE, BE IT

RESOLVED, that the Canal Concert Series, Inc. and Ulrich City Centre, Inc. be and is hereby authorized to display temporary banners during the concert event and temporarily display a portable message center within the parking lot of the event.

Seconded by Alderman Pasceri and adopted. Ayes 5.

By Alderman Lombardi:
Resolved, that resolution #050708.15A adopted by the Common Council at their May 7, 2008 meeting, regarding authorizing Ulrich City Centre, LLC to install security fencing in the City right-of-way in front of 62 and 66 Main Street, be and the same is hereby rescinded.
Seconded by Alderman Kibler and adopted. Ayes 5.

By Alderman Kibler:
Resolved, that the Superintendent of Highways & Parks is hereby authorized and directed to prepare bid specifications for one (1) new drum-type brush chipper and one (1) used 2006 or newer, wheeled excavator, and be it further
Resolved, that upon receipt of said specifications, the City Clerk is authorized and directed to advertise for bid proposals for same.
Seconded by Alderman Lombardi and adopted. Ayes 5.

At 6:13 P.M. Alderman Lombardi moved the Common Council be adjourned until 6:00 P.M., Wednesday, July 2, 2008.
