On motion of Alderman Lombardi, seconded by Alderman Kibler, the minutes of the Regular Meeting of July 16, 2008 and the Special Meeting of July 23, 2008 are hereby approved as printed in the Journal of Proceedings. Ayes 6. Carried.

7/23/08 Carl W. Blackley Jr., 34 LeVan Avenue, Lockport, NY – appointed as a member of the Traffic Advisory Committee for a five-year term to expire June 1, 2013. Received and filed.
7/31/08 Erick M. Hinton, 39 Continental Drive, Lockport, NY – appointed as Water Meter Reader effective August 4, 2008. Said appointment is permanent and subject to City of Lockport Municipal Civil Service Rules and Regulations. Received and filed.

Resolved, that the Superintendent of Streets, Parks and Refuse is hereby authorized and directed to sell a used 1981 Case/Drott wheeled excavator and a used 1995 Morbark brush chipper at the Highways & Parks Department via online auction to the highest bidder. Resolved, that pursuant to their request, permission is hereby granted the Lakeview Parkway Association to barricade Lakeview Parkway on Saturday, August 23, 2008 for a block party, and be it further
Resolved, that the Highways & Parks Department be and the same is hereby authorized and directed to deliver barricades, picnic tables, and trash barrels to the area prior to said event.

Resolved, that the Mayor, subject to Corporation Counsel approval, be and the same is hereby authorized to execute an agreement with the New York State Office of Parks, Recreation and Historic Preservation, specifically a Certified Local Government Subgrant Application in the amount $50,750 with $20,300 City match. City Match to be charged to account 005-005-0082.

Resolved, that pursuant to their request, permission is hereby granted to Niagara County Produce to barricade Chestnut Street between Washburn Street and Ann Street on August 16, 2008 for their Grand Opening, and be it further
Resolved, that the Highways & Parks Department be and the same is hereby authorized and directed to deliver barricades to said area prior to the event.

Resolved, that pursuant to the recommendation from Greater Lockport Development Corporation in connection with the Community Development Department’s Tenant Assistance Loan Program, authorized by resolution of the Common Council on November 21, 1984, as amended, the proposed loan of $15,000 to East Avenue Apparel Inc. d/b/a Jayne & Company for working capital purposes for its business located at 45 East Avenue, Lockport, New York be and the same is hereby approved.

Whereas, the City of Lockport desires to reduce cost associated with travel expenses, and
Whereas, the City of Lockport desires to purchase a new video conferencing system, now, therefore, be it
Resolved, that the Director of Engineering is hereby authorized and directed to purchase said system at a cost of $6,716.60 to be charged to account #004-0520-0061.

Whereas, the City of Lockport has purchased two generators from Delphi Systems for emergency backup power of the Waste Water Treatment Plant (WWTP) and the Water Filtration Plant, and
Whereas, the City of Lockport desires to build new masonry buildings to house the emergency generators, now, therefore, be it
Resolved, that the Director of Engineering is hereby authorized and directed to prepare bid specifications for said buildings, and be it further
Resolved, that upon receipt of said specifications, the City Clerk is authorized and directed to advertise for bid proposals for same.

Resolved, that the bid proposal of R.B. Mac Construction Co., Inc., Lockport, NY, received on August 1, 2008 for Richmond Block Gazebo Construction be accepted in the amount of $138,000.00 plus a 10% contingency. Cost of same to be charged to account #004-0520-0106.

Resolved, that pursuant to their request, permission is hereby granted to the Niagara County Head Start program to barricade LaGrange Street from Cottage Street to John Street on August 19, 2008 from 9 a.m. to noon for a child car seat inspection to be conducted by the Niagara County Sheriffs Department, and be it further
Resolved, that the Highways & Parks Department be and the same is hereby authorized and directed to deliver barricades to said area prior to the event.

Resolved, that the City Clerk is hereby authorized and directed to advertise notice of said public hearing.
