September 10, 2008
A regular monthly meeting of the Lockport Town Board was conducted at 7:30 p.m. on Wednesday, September 10, 2008, at the Town Hall, 6560 Dysinger Road, Lockport, New York.
Present were: Supervisor: Marc R. Smith
Town Council members: Cheryl A. Antkowiak
Paul H. Pettit
Mark C. Crocker
Paul W. Siejak
Also present: Nancy A. Brooks, Town Clerk, Daniel E. Seaman, and Town Attorney.
Following the Pledge of Allegiance, Supervisor Smith opened the meeting for the following discussion and/or action:
PUBLIC COMMENTS: None.
BUSINESS MEETING:
1. Approval of Minutes
MOTION: to approve the minutes of the Town Board meetings conducted on 08/04/2008 and 08/20/2008 made by Council member Pettit, seconded by Council member Antkowiak. The motion was CARRIED: AYES-5, NAYS-0. Voting AYE: Antkowiak, Pettit, Crocker, Siejak and Smith.
2. Approval of Payment of Bills
MOTION: to pay the bills for the month of September was made by Council member Siejak, seconded by Council member Crocker. The motion was CARRIED: AYES-5, NAYS-0. Voting AYE: Antkowiak, Pettit, Crocker, Siejak and Smith.
The bills for September include: Vouchers #17299 – 17540 in the amount of $425,557.08.
3. Clerk/Communications
The Town Clerk stated that the Town Fire Prevention Bureau had submitted a list of approved candidates for the volunteer fire service.
MOTION: to accept the following individuals for volunteer fire service in the Town of Lockport was made by Council member Pettit, seconded by Council member Siejak. The motion was CARRIED: AYES-5, NAYS-0. Voting AYE: Antkowiak, Pettit, Crocker, Siejak and Smith. The candidates are as follows:

4. Building Inspector’s Report
Supervisor Smith read the Building Inspection Report for the month of August 2008 that stated 68 building permits were issued; $8,507.25 was collected in fees; and
the estimated cost of construction was $1,909,029.00.

5. Supervisor’s Monthly Financial Report
MOTION: to accept the Supervisor’s Monthly Financial Report for the period of August 1 – 31, 2008, was made by Council member Antkowiak, seconded by Council member Crocker. The motion was CARRIED: AYES-5, NAYS-0. Voting AYE: Antkowiak, Pettit, Crocker, Siejak and Smith.
6. Introduction of Local Law – Amendment to Architectural & Design Review Code
Councilman Pettit introduced a proposed Local Law, previously prepared and submitted to the Board for review, which would amend the recently approved (August 2008)
Architectural & Design Review Code.
Daniel Seaman, Town Attorney, briefly explained the intent of the proposed law stating that it will provide the Town Planning and Zoning Boards some guidance when reviewing applications for existing buildings as well as requires written specifics for application denials.
7. Call for Public Hearing on Proposed Local Law to Amend the Architectural & Design Review Code
MOTION: to call for a Public Hearing on a proposed Local Law to amend the Architectural & Design Review Code, to be held at 7:45 p.m. on Wednesday, October 8, 2008, was made by Council member Siejak, seconded by Council member
Pettit. The motion was CARRIED: AYES-5, NAYS-0. Voting AYE: Antkowiak, Pettit, Crocker, Siejak and Smith.
8. Town Board Comments
Councilman Crocker stated that the Town Highway Dept. recently completed work on the soccer fields at Day Road Park; he thanked them and commended them on a job well done. He said that the crews are presently working on a drainage project in the Royal Parkway So. /Collins Dr. / Dysinger Rd. area and that they will commence with the last of the town-wide brush pickups late in September.
Councilman Pettit reminded residents of the brush pickup dates and also commended the Town Highway and Water Department personnel on the fine work they did on
the soccer fields at Day Road Park. He stated that to have an outside contractor grade and seed the two fields, it would have been over $100,000.00. The Town
Highway and Water personnel were able to complete the work for just over $18,000. He noted that the Town crews will be recognized for all their efforts at a later date.
Councilman Siejak informed residents of the upcoming town-wide water leak detection program which will commence in September and is expected to take 4-6 weeks to complete. He wanted residents to be aware that the work will be conducted in the pre-dawn hours.
Additionally, he asked that residents drive carefully as school has reconvened for the year.
Councilwoman Antkowiak had several items to report as listed below:
Recreation Programs – She stated that the Fall newsletter should arrive by mid October and will list the Fall recreational activities including: Becker Farms discount passes; a Fall foliage train ride; and the Town’s annual Halloween party to be held at 6:30 p.m. on Tuesday, October 28, 2008, at South Lockport Fire Hall on So. Transit Road.

Pilot Library Program – She stated that the Lockport Library will conduct a reading program geared toward children beginning on Wednesday evenings in October.
It will be a family night which will include songs, art work, etc.
Acknowledgement of Recreation Committee Member – She thanked Richard Strusienski, Jr. who was a member of the Committee who will leave, effective the end of August. She thanked him for all his hard work and wished
him well.
9. Supervisor’s Comments
Supervisor Smith commented on the following:
Web Site link for Utility Payments – He stated that a new link will soon appear on the Town’s website that will enable residents to pay water bills on line. Eventually, County and Town tax bills will also be taken online.
Park & Ride – Supervisor Smith stated that he is still trying to establish a Park & Ride and may possibly be able to work out an NFTA bus route to the location. He will
keep everyone posted as progress is made.
Highway & Water Personnel Thanked – He thanked the employees of these departments for the excellent job they did on creating the soccer fields at Day Road Park, and at a tremendous savings to the residents of the Town of Lockport.
2009 Town Budget – He stated that he and the Town Budget Officer have been busy working on the Tentative Budget. Town Board members will have the Budget packets available to them within the next few days for review. Budget work sessions have been set up and will begin mid- September. He also stated that he is very optimistic that the Budget process will allow the Board to hold the line on fees and this should be the 5th consecutive year that residents will not see an increase in their rates.
10. Adjournment
MOTION: to adjourn was made by Council member Pettit, seconded by Council member Crocker. The motion was CARRIED: AYES-5, NAYS-0. Voting AYE: Antkowiak, Pettit, Crocker, Siejak and Smith.
The meeting closed at 7:46 p.m. The Lockport Town Board will next meet at 1:00 p.m. on Wednesday, September 17, 2008.
