The Town of Lockport MS4 Program

What is an MS4? MS4 is an acronym that stands for Municipal Separate Storm Sewer System. This system is made up of ditches, curbs, gutters, storm sewers, and similar means of collecting or conveying stormwater runoff collected from impervious surfaces. Small municipal separate stormwater sewer systems (MS4s) that are located within the boundaries of an urbanized area, as defined by the US Census Bureau, are regulated under the US Environmental Protection Agency’s (USEPA) Phase II Stormwater Rule. The Phase II Stormwater Rule requires MS4 Operators to develop a stormwater management program (SWMP) which includes six minimum control measures (MCMs) that, when implemented together, are expected to reduce the discharge of pollutants to the maximum extent practicable. The goal of the program is to improve water quality and recreational use of waterways.

The Town of Lockport Stormwater Management Program Plan (SWMP Plan) is a document that contains information on permit requirements implemented to meet the terms and conditions of the SPDES General Permit, and documentation required by the SPDES General Permit. This SWMP Plan is a living document and will be updated regularly as changes are made and items added as required by the Permit. The SWMP Plan can be viewed here ­­LINK
